But then again, maybe Papa is just the pants themselves, I WILL NEVER KNOW UNTIL THE STORY TELLS ME because you’re masterful at story telling and I am massively uneducated about signal flags.
(I mean hey. I took me until earlier this week to realize that Diver’s coat had the Alpha flag design on it. There is literally NO WAY I’m going to be able to guess my way through this plot, lol)
I’m trying to decide if the lady hunter is November (No, negative, the previous signal should be read as negative) or Papa (all aboard as the vessel is about to move out to sea). Quebec assures that a vessel is healthy– so it makes sense that it would be the key to gaining Victor (I require assistance) and Whiskey that he carries (I require medical assistance).
If she is November, then the fact that she is right of Quebec states that he is not healthy. If she is Papa, then they are directly opposed– one wishes to enter port and one is leaving port, (for what it’s worth, I have no clue what that would mean symbolically or in terms of what they are to the Diver). Either way, makes sense that she would want to kill Quebec.
I conjecture that if Victor is empathy, then Quebec is self-preservation. Empathy balances self-preservation. November/Papa is then self-destruction, perhaps? Diametrically opposed?

Remember when the Bear (I forget it’s name) had bullet holes when it attacked Diver, I guess it’s safe to say SHE is the one who shot the bear.
I have the suspicion that the woman is indeed November, and the Gun is Juliette. Steer clear of a gun, it does indeed carry dangerous, ignited cargo.
Evidently this November is having far less luck taking down living aspects, and her collection thus far only includes the object variety.
